Public Notice – Official Plan Update – Notice of Public Open House

The Township of Addington Highlands invites all interested persons to attend a Public Open House in order to review and provide input on the Circulation Draft of the statutory Update to its Official Plan, pursuant to the requirements of Section 17(16) of the Planning Act, RSO 1990, c.P.13, as amended. Council will hold the Open House in the Meeting Room at the Addington Highlands Community Centre – Denbigh on August 4, 2026. Details of the location, timing and options for virtual attendance are identified below.
At the Public Open House, the Circulation Draft of the Official Plan Update will be available for review. Staff from the Township and the consultant team will be available to answer questions and receive feedback.
The Township previously held a Special Meeting of Council on March 27, 2023 to discuss the purpose of the Official Plan, and the need for an updated Official Plan. The Township also held an Open House on March 27, 2023 to introduce the public to the Official Plan Review process, share the findings of the Existing Conditions Report and recommendations for potential revisions to the Official Plan arising from key Discussion Papers, and to obtain early input from the public on changes it might like to see implemented through an updated Official Plan. A second Special Meeting of Council was held on September 9, 2025 to present updated Discussion Papers and provide an update to Council and the Public on the Official Plan Review, including recent and pending changes to Provincial and County planning policy.
PURPOSE AND EFFECT
The Township of Addington Highlands is updating its Official Plan to ensure visions and goals reflect current and future community needs, and that land use planning policies are consistent with the policy direction of the Provincial Planning Statement, and conform with the policies of the County of Lennox and Addington’s Official Plan, as proposed to be updated through OPA #3.
The Circulation Draft of the proposed updated Official Plan, including Schedules, was posted on the Township’s website in July 2026. Comments from the community, the County of Lennox & Addington, stakeholders, agencies, and other interested parties will be considered for incorporation into the final Adoption Draft, as appropriate. The Adoption Draft will be presented at a future Statutory Public Meeting and then to Council for adoption and forwarding to the County of Lennox & Addington for approval.

SUBMISSIONS AND APPEAL RIGHTS:
Anyone may attend the Open House and make a verbal statement, and/or submit comments in writing, either in support or in opposition to the proposed updated Official Plan. All representations, both verbal and written, will be considered by Council and make part of the public record, and a staff recommendation for the applications will be submitted to Council for a decision on the matter.
If a person or public body would otherwise have an ability to appeal the decision of the Council of the Township of Addington Highlands to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Township of Addington Highlands before the Official Plan Amendment is adopted, the person or public body is not entitled to appeal the decision. If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Township of Addington Highlands before the proposed Official Plan Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
