Highway 7 and County Road/Highway 41 Intersection Improvements
THE STUDY
The Ontario Ministry of Transportation (MTO) has retained Stantec Consulting Ltd. (Stantec) to complete the Detail Design and MTO Class Environmental Assessment (Class EA) Study for the improvements of the intersections of Highway 7 and County Road/Highway 41 located in Kaladar in the Township of
Addington Highlands (GWP 4173-05-00).
The Recommended Plan for improvements to the intersection was identified through a Preliminary Design and MTO Class EA study completed in 2009 and generally includes:
- Realignment of the north approach on Highway 41 and realignment of the south approach of County Road 41 to accommodate the installation of signals at the intersection
- Improvement of the vertical and horizontal alignment of the intersection,
- The provision of one through lane in each direction on Highway 7,
- The provision of left turn lanes on all approaches to the intersection,
- Conversion of the existing County Road 41 into a local access road through
the realigned section, and - Upgrades to commercial entrances to current MTO standards.
The 2009 Recommended Plan also included an at-grade crossing of the Trans-Canada Trail at the realigned County Road 41. To improve accessibility of the crossing and due to the potential future use of the former rail corridor for the Toronto – Quebec City High-Speed Rail Network, the need for a grade-separated
trail crossing is being reviewed. An Addendum to the Transportation Environmental Study Report (TESR) prepared in 2009 may be required to address this change to the design.
The purpose of this notice is to notify the public of the start of the study and provide an opportunity to submit any questions, comments or concerns to the project team.
THE PROCESS
This study is following the approved planning process for a Group ‘B’ project under the MTO Class EA for Provincial Transportation Facilities (2000), with the
opportunity for public input throughout the project.
Public Information Centres (PICs) will be held over the course of the study to provide an opportunity to review and comment on: refinement of the design for the intersection; updates to existing environmental conditions in the study area; anticipated environmental impacts; and mitigation measures that will be implemented during construction. There will be consultation opportunities specific to the design of the trail crossing, to present design alternatives and the preferred design.
Once a Recommended Plan for the Trans-Canada Trail crossing has been identified, a TESR Addendum will be prepared if there is a change to the design approved in 2009. The TESR Addendum, if required, will include a description of the Recommended Plan, the anticipated environmental effects, and mitigation measures. The TESR Addendum will be filed for a 30-day comment period. At that time, notices will be published in local newspapers, letters will be circulated to the study contact list, and the project website will be updated to explain the review process and how the TESR Addendum can be reviewed.
At the completion of Detail Design, a Design and Construction Report (DCR) will be prepared to document the Detail Design study process, including the
anticipated environmental impacts, and mitigation measures to be implemented during construction. A Notice of Completion will be issued advertising the start of the 30-day comment period, with information on how to review the DCR.
